The queries change with the language, and so does everything the plan is built on.
The problem
The usual approach is to build in English and translate. It fails quietly, because the Spanish-speaking customer does not search the translation of your English keyword. They describe the problem the way a person describes it to another person, often with a word no dictionary would pair with yours.
What comes out of that is a site that reads fine and ranks for nothing. The pages exist, the grammar is correct, and the queries that would bring customers were never in the research because the research was done in English.
Research done in Spanish is a different list, not the same list in another language.
The evidence
I operate recipe sites arranged in pairs: the same project in English and in Spanish, same people behind them, same age. That is a rare thing to be able to measure, because the one large variable that changes between siblings is the language, and twelve months of numbers say something most agencies would rather not put in a proposal.
The measurements are published in full, including the parts that argue against me: what changed between the two halves. The portfolio behind the judgment records more than 300 million impressions a year in Search Console. I operate and audit those sites; some are mine and some belong to clients I do not name.
How it works
It always starts with the diagnostic, because quoting a project without having looked at the site is guessing, and guesses get paid for twice.
What you will not hear
Google states in its own help pages that there is no way to request or pay for a better local ranking. Any proposal that guarantees the first position is selling something it does not control.
You will not get a fixed timeline either. How long results take depends on where the site starts, how competitive the sector is and how much of the diagnosis actually gets built, and a number given before looking at the site is an invented number.
What I can commit to is scope: what gets reviewed, what gets delivered, and in how many days.
If most of your customers read English and only a few search in Spanish, say so before booking anything. The honest answer is often to translate two or three pages rather than build a second site, and that is a shorter conversation than a diagnostic.

I work from Bogotá on UTC−5, which overlaps the US business day almost entirely, with clients across the United States and Latin America. Spanish is my first language, which is the part that cannot be outsourced in this particular job.
